It was a World Cup win for a Cecil County family that could be a Christmas miracle — almost six months late. In December, Heather Durgin spent more than $2,200 on four World Cup tickets that she gave to her sons as a Christmas present. But three days ago — days before the game — StubHub informed Durgin that the seller from which she bought the tickets wasn't going to come through.
